You have reached the maximum number of user quota
If you are using Microsoft Dynamics CRM 2015 Work group server in your local environment and an error while creating a new user, You have reached the maximum number of user quota, you are at the right post. I would like to add few lines about the Microsoft Dynamics CRM first and then will explain why you are getting this error.

2-Professional Edition (no CAL limit)
3-Enterprise Edition (no CAL limit)
You can solve this problem by disabling extra users (More than 5) from your Microsoft Dynamics CRM Work Group installation. open Microsoft SQL database for CRM and look for table named SystemUserBase. Go to column IsDisabled (bool) and change the value of all the users (More than 5) to 1. It will disable all the users. Now you have five active users. go to Microsoft Dynamics CRM URL and login.
If you like to overcome the above listed issue once for all, you need to purchase the appropriate edition of Microsoft Dynamics CRM in your organization. This will cost you some extra amount but you will be free from these types of error and problems. the time you will save from these issues can be invested in the sales and marketing strategies.
