Mount the DVD to your system or the ISO.

Open a command prompt with administrator access.

Enter the under given command and wait for the installation.

DISM  /Online  /Enable-Feature  /FeatureName:NetFx3  /All  /LimitAccess  /Source:x:\sources\sxs

The above command will take around five to ten minutes and you will be good to go.
